Libby Milligan

Principal

Libby brings more than two decades of experience in federal and state government, public policy, and government relations to the MSS team. She began her career in the district office of then-U.S. Congressman Ernie Fletcher and later served as Special Assistant to Governor Ernie Fletcher for Administration and Legislation and as a member of his Senior Policy Committee.

Libby focuses primarily on healthcare, advising providers, professional associations, and coalitions on complex policy matters involving Medicaid reimbursement, professional licensure, and access to care. She has helped advance key initiatives for the Kentucky Dental Association, including dental insurance reforms, reimbursement policy, and regulatory changes affecting dental practices.

Her experience has also supported key UofL Health initiatives, including changes that helped facilitate the development of South Hospital in Bullitt County and efforts to secure state funding for the UofL Health – Brown Cancer Center and Center for Rural Cancer Education and Research. Libby was named one of the Kentucky Gazette’s Notable Women in Kentucky Politics and Government in 2022 and 2025. She holds a B.A. in Political Science from the University of Kentucky.
